Terms of Service

Last updated: July 23, 2026

These Terms of Service ("Terms") govern your use of the st3consulting.com website and the backflow prevention testing, repair, and subscription services provided by ST3 Consulting LLC ("ST3 Consulting," "we," "us," or "our"). By using our website or requesting our services, you agree to these Terms. If you do not agree, please do not use our website or services.

Our services

ST3 Consulting provides backflow prevention assembly (BPA) testing, maintenance, repair, and replacement services, and our FlowCert annual testing subscription, for residential and commercial properties in and around Berkeley County, South Carolina. All testing is performed by DHEC-certified testers using calibrated equipment, in accordance with applicable South Carolina DHEC regulations.

Scheduling and property access

You are responsible for providing safe and timely access to your property and backflow assembly at the scheduled time. Testing typically requires your water supply to be shut off for approximately 30 minutes. If we are unable to access the assembly at the scheduled time, we may need to reschedule and a repeat-visit charge may apply.

Pricing and payment

  • One-time residential test in Berkeley County: $49.99 per test.
  • One-time residential test outside Berkeley County: $69.99 per test.
  • Commercial testing: custom quote based on device size, type, and hazard level.
  • Maintenance, repairs, and replacements are quoted separately based on the work required.

Payment may be made online via Stripe, by phone, or in cash. The only additional fee we charge is a 3% credit-card processing fee on card payments. Prices are subject to change, but the price quoted or shown at the time you book applies to that service.

FlowCert subscription

FlowCert is an optional annual subscription that automatically schedules and files your required backflow testing each year at the same base price, with no markup. Unless you cancel, your FlowCert subscription renews automatically each year and the applicable fee is charged using your payment method on file. You may cancel at any time before your next renewal by contacting us; cancellation stops future renewals but does not refund testing already performed. FlowCert covers annual testing, scheduling, compliance filing, and reminders; it does not include maintenance, repairs, or device replacement, which are billed separately.

Cancellations, rescheduling, and refunds

If you need to reschedule or cancel a scheduled service, please contact us in advance. Because testing is a completed professional service, fees for services already performed are generally non-refundable. Missed or inaccessible appointments may be subject to a repeat-visit charge.

Compliance and test results

We file your test results and compliance reports with your water purveyor and applicable authorities, typically within 24 hours of the test. A test may result in a pass or a fail. A failed test reflects the condition of your assembly and may require repairs or replacement, which are quoted separately, followed by a re-test. We do not guarantee that any assembly will pass, and we are not responsible for pre-existing conditions, code violations, or damage not caused by our work.
